In short

The Housing Support Program (HSP) is one of a range of measures designed to help achieve the National Housing Accord's target.

The HSP supports the Accord’s target of building 1.2 million new, well-located homes over 5 years from 1 July 2024.

The Australian Government’s $1.5 billion investment in the HSP is allocated to 3 streams.

$500 million was made available to state, territory and local governments over 2023–24 to 2025–26.

Stream 1 was allocated $50 million and the Community Enabling Infrastructure Stream was allocated $450 million.

An additional $1 billion was announced for the Priority Works Stream as part of the 2024–25 Budget and provided to the state and territory governments.

Stream 1

Stream 1 provides funding to state, territory and local governments for projects which will improve planning capability.

This includes:

  • resources to support increased delivery of new housing
  • master planning to support increasing housing in well-located areas.

Successful projects for Stream 1

Successful Stream 1 projects were announced on 5 July 2024.

Community Enabling Infrastructure Stream

The Community Enabling Infrastructure (CEI) Stream provides funding to local, state and territory governments for projects for:

  • enabling infrastructure
  • community amenity projects.

The CEI Stream is designed to remove barriers to housing construction by ensuring enabling infrastructure and community amenities are in place.

Successful projects for Stream 2

Successful projects were announced in January 2025.

Funding for Stream 1 and CEI Stream

Payments for Stream 1 and CEI Stream are made through state-based schedules to the Federation Funding Agreement – Affordable Housing, Community Services and Other.

The Australian Government makes payments to the relevant state or territory. State or territory governments then forward Australian Government funding contributions to eligible local governments.

Priority Works Stream

The Priority Works Stream (PWS) provides funding to state and territory governments for:

  • significant enabling infrastructure
  • delivering social housing for those who need it most.

Funding will expedite housing development to support meeting the National Housing Accord target of 1.2 million new, well-located homes.

Funding for PWS is made through state-based schedules to the Federation Funding Agreement – Affordable Housing, Community Services and Other.

Announced projects for the Priority Works Stream

Under the state-based schedules, the Australian Government and the states and territories are required to develop and jointly agree implementation plans.
