In short

The Treasury appointed Mr Nigel Ray PSM to conduct an independent evaluation of the effectiveness of the JobKeeper Payment in achieving the government’s policy objectives for it.

The Evaluation considered both the impact and processes of JobKeeper over the entire payment. The effectiveness of JobKeeper was assessed in terms of achieving its objectives, in line with the terms of reference. Lessons learned from the design and implementation were also recorded with a view to inform future policy responses.

The Evaluation drew on evidence from a range of sources and data.

Previous assessments and analyses of JobKeeper undertaken by the Treasury and the Australian National Audit Office (ANAO) as well as academic research also informed the Evaluation.

It also draws on international evidence and interviews with stakeholders, academics and senior public servants in Australia and other countries.
